Small lump near leg

Hello,

I have a small lump on my leg near the Fibula bone, which is the lower part of your leg. It can be painful sometimes. Sometimes pain shoots down my leg if it gets hit. I am curious as to what that could be. I wonder it has anything to do with me having diabetes?
